I'm interested in purchasing an investment property in Melbourne's inner north and stumbled across ROI Apartment's in Fitzroy North (www.roiapartments.com.au). The apartments are to be built on the old McKenzie Hydrocarbons industrial site just off Nicholson St. I'm pretty sure this site is heavily contaminated with carcinogenic solvents and heavy metals. Can anyone out there confirm this? I also jumped online to check if there is an Environmental Audit Overlay and, sure enough, found one overlaying this site on the DSE website. I am also interesting in purchasing a "ROI Apartments" investment property. I haven't been able to find out any further details about the EAO or potential risks from the site. Have you had any further luck with obtaining feedback or details from others.

?IN RESPONSE TO THE ABOVE STATEMENTS Almost all commercial/industrial sites in inner city Melbourne which are earmarked for residential redevelopment have as a function of the Planning Scheme an “Environmental Audit Overlay” which requires the site owner/developer to engage an independent EPA Auditor to verify and sign off that the site is suitable for residential use (or in other words safe for human occupation in a residential setting). ?The Environmental Audit system was deliberately introduced by the Victorian Government in circa 1992 in response of the growing trend to redevelop old commercial and industrial areas into residential dwellings and the need to ensure any potential contamination at these sites is identified and if required remediated. ?An environmental audit is an assessment of the nature and extent of harm (or risk of harm) to the environment posed by an industrial process or activity, waste, substance or noise. ?An environmental audit must be able to deliver authoritative advice, on which individuals and organisations are able to rely in making decisions which affect the future of our community. ?An environmental audit must be independent, objective, credible and transparent. ?The fact that a site has an Environmental Audit Overlay (EAO) does not mean the site is contaminated. ?The EAO requirement on a site provides a high level of confidence to all stakeholders including the developer, council, purchaser, lender and community, as it ensures a potentially contaminated site is subjected to the rigours of an independence of the Environmental Audit process which is audited and verified by an independent EPA appointed Environmental Auditor. ?The outcome of the EAO is a Certificate or Statement by the EPA Environmental Auditor that the site is suitable for residential use. If any contamination is identified during the environmental assessment phase, it needs to be cleaned up to a level which satisfies the Environmental Auditor. ?If the site is not fit for residential use, the Auditor will not issue a Certificate or Statement of Environmental Audit and will conclude the site is not fit for residential occupation. ?For further information on EAO and the EPA Auditor program please visit http://www.epa.vic.gov.au/envaudit/
