Australia has different laws in every state and territory for residential tenancy agreements. If laws were uniform across the country it would be cheaper for both tenants and landlords. You have a point. From both the tenants' and landlords' point of view, uniform tenancy laws would save untold hassles. That said, it comes down to "states' rights" which are pretty much the closest this secular nation has to being sacred in many ways...
Australia’s landlord and tenant laws are judged by the Global Property Guide to be NEUTRAL between landlord and tenant. Both parties’ rights are well-protected by each states’ Residential Tenancy Act. Rents can be freely negotiated, but increases are subject to review by a Tribunal provided the tenant makes an application.
